Description

The Division of Banks is seeking an experienced professional to serve as IT/Cybersecurity/FinTech Manager. This management role oversees a team of examiners who conduct information and technology examinations of Massachusetts state-chartered banks, credit unions, and non-depository licensees.

This position plays a critical role in safeguarding the Commonwealth’s financial system by ensuring regulated institutions maintain effective cybersecurity programs, sound IT governance, and strong risk management practices. The selected candidate will provide day-to-day leadership, technical expertise, and strategic decision to examination staff while contributing to the Divisions broader supervisory priorities.

The Division maintains public confidence in Massachusetts financial institutions through the oversight of state-chartered banks and credit unions as well as non-depository licensees doing business in Massachusetts. We are a consumer protection agency, and we support financial literacy education and programs benefiting residents across the Commonwealth. The majority of the Division's employees are Examiners who conduct a variety of on-site and off-site examinations of financial institutions and licensed entities under the Division's jurisdiction.

As an IT/Cybersecurity/FinTech Manager, you can expect to:

  • Lead supervisory oversight of information technology risk, cybersecurity preparedness, and third-party technology risk across regulated financial institutions.

  • Evaluate the effectiveness of information security programs and IT governance frameworks to ensure institutions mitigate emerging industry threats.

  • Proactively monitor evolving cybersecurity risks and fintech developments to inform examination priorities and regulatory expectations.

  • Deliver and develop classroom and on-the-job training to examination staff across the agency to strengthen technical expertise and supervisory consistency.

  • Support the Division’s engagement with the emerging fintech industry and contribute to state initiatives that encourage responsible technological innovation within the Commonwealth.

Work/Life Balance & Benefits:

  • Hybrid Position. This is a hybrid position offering remote work flexibility; however, managers are expected to be on-site at a Division office or regulated institution at least once per pay period (every two weeks). Additional in-person attendance will be required based on examination activities, supervisory responsibilities, as well as operational and training needs. Regular travel throughout the Commonwealth is required, with occasional out-of-state travel.

  • Flexible Schedule: Managers may choose from flexible start and end times and are eligible for a compressed work schedule that includes every other Friday off.

  • Training and Development: The Division offers training opportunities through the agency, regulatory partners, and the Commonwealth. Employees are also eligible for tuition remission at Massachusetts public colleges and universities.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s recruiting guidelines.

Primary Duties:

  • Supervise and manage a team of IT/Cyber examiners conducting examinations of regulated entities.

  • Oversee examinations of information security programs, IT governance, cyber preparedness, and technology risk management practices.

  • Coordinate with state and federal regulatory partners during examinations of multi-state examinations.

  • Provide technical guidance and subject-matter expertise to examination staff throughout the examination lifecycle.

  • Review and approve examination reports to ensure clarity, consistency, and regulatory accuracy.

  • Coordinate examination scheduling and prioritization in collaboration with the IT Director, Depository Institution Supervision and Non Depository Institution Supervision management, and senior leadership.

  • Attend exit meetings with regulated entities to explain examination findings and respond to questions.

  • Ensure direct reports (Bank Examiners I-IV) complete required training and professional development milestones.

  • Evaluate employee performance, provide coaching and mentorship, and support career progression of examination staff.

  • Advise the IT Director on significant regulatory concerns and participate in decisions regarding supervisory or enforcement action.

  • Maintain awareness of emerging cybersecurity threats, fintech developments, and evolving regulatory frameworks.

  • Demonstrated experience in information technology, cybersecurity, IT risk management, or regulatory supervision.

  • Experience with cybersecurity tools and frameworks such as:

    • NIST Cybersecurity Framework

    • Center for Internet Security Controls

    • Cyber Risk Institute Profile

  • Strong analytical and problem-solving skills.

  • Excellent written and oral communication skills.

  • Ability to manage multiple complex projects simultaneously.

  • Ability to interact with all levels of Division staff as well as management of regulated entities.

  • Willing and able to travel throughout the Commonwealth of Massachusetts and travel out-of-state with some overnight stay (dependable way to travel to multiple sites around Massachusetts is required; driver’s license and access to a vehicle are recommended).

The filling of this position is subject to appropriation and obtainment of all necessary approvals from the Office of Consumer Affairs and Business Regulation and the Executive Office for Administration and Finance. The Division reserves the right not to fill this position without notice. The position will report to the IT Director within the IT/Cyber/FinTech Unit.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
